St. Bernard Parish was one of the first Louisiana communities to join the National Flood Insurance Program when it entered March 13, 1970, through the Regular Program. Earlier that year, FEMA had completed a Flood Study and produced the first Flood Insurance Rate Maps for the parish. The parish adopted the new maps and instituted permitting requirements in the newly identified high-risk areas known as Special Flood Hazard Areas.

Since 1978, almost 23,000 flood losses have been reported by policyholders and more than $2.2 billion has been paid as a result of these losses. More than 11,000 policies are now in effect in the parish with coverage of more than $2.2 billion in exchange for premiums totaling approximately $4.8 million annually.

Some panels of the flood map for St. Bernard Parish were updated as recently as 1999. New maps for the parish are being prepared using the state-of-the-art technology and they will be presented for adoption upon completion.
